Hyderabad MP and AIMIM president Asaduddin Owaisi has urged the Telangana government to retain the SETWIN office at its existing location in Purani Haveli, Old City, and to drop any proposal to shift it elsewhere.
In a formal representation addressed to the Chief Secretary of Telangana on December 27, 2025, Owaisi highlighted the historical, functional, and social significance of the SETWIN office, which has been operating from the Purani Haveli premises since its inception.
SETWIN, short for the Society for Employment Promotion and Training in Twin Cities, plays a crucial role in skill development, vocational training, and employment promotion across Hyderabad. Owaisi pointed out that the institution has particularly benefitted economically weaker sections, minority communities, women, and unemployed youth from the Old City.
According to the MP, the present location at Purani Haveli enjoys long-standing public acceptance and offers maximum accessibility to the intended beneficiaries. He argued that the office has become a vital institutional interface for welfare-oriented initiatives in the area.
Referring to reports that the Telangana government is reviewing private buildings taken on lease by various departments as part of an administrative rationalisation drive, Owaisi said that while efficiency and fiscal prudence are important, applying such general measures to SETWIN would be inappropriate.
He cautioned that shifting the SETWIN office from Purani Haveli could adversely impact accessibility, public participation, and service delivery. Any relocation, he warned, may dilute the very objectives for which SETWIN was established and could also trigger avoidable social discontent.
“In my considered opinion, SETWIN at Purani Haveli merits treatment as a special case, and continuance at the existing location would be in the larger public interest as well as in the interest of smooth administration,” Owaisi stated in the letter.
The Hyderabad MP also asked his party MLA from Charminar Mir Zulfeqar Ali to meet the Chief Minister and formally hand over the representation.
SETWIN continues to play a significant role in employment-oriented programmes across Hyderabad, with a strong presence in the Old City areas.
